Leopold Pogačar was elected to the National Council as a representative of local interests (10. electoral unit).

In the National Council, he is:

  • member of the Interest Group of Local Interests,
  • vice-president of the Commission for Local Self-Government and Regional Development,
  • member of the Commission for Economy, Trade, Tourism and Finance.

About the member of the National Council

Leopold Pogačar was born on 12 June 1966 in Jesenice. He is married and has two children. He lives at Breg near Žirovica. He completed elementary school in Radovljica and the Secondary Police School in Tacen in 1985. In 1996, he completed Police and Security College and obtained the title of a legal expert for internal affairs. He was employed with the Police until 2006. He started his career as a police officer at the Bežigrad Police Station. During this time, he performed tasks of an observer, assistant head of work periods, head of work periods, assistant to the commander, commander, and finally inspector of SUP responsible for the field of transport safety. In December 2000, he was a member of the first contingent of the Slovenian Police with the UN mission in Kosovo (UNMIK). In 2004 and 2005, he was a member of the EU Police Mission (EUPM) in Bosnia and Herzegovina. He is trained for observation and helicopter work, as well as work with speed measurement devices.

He was an active participant in the Slovenian War of Independence and has veteran status. While he was a transport safety inspector with the Kranj Police Unit, he and his colleagues co-authored the booklet “Safely to school and home”, which was later used by all police units across Slovenia as a didactic tool for educating children.

He was first elected mayor of the Municipality of Žirovnica in October 2006 and won his fifth mayoral term at the most recent local elections in 2022. Prior to this, he was a member of the village committee and in the 2002 – 2006 term also a city councillor. In May 2010, OSCE invited him to Skopje, where he lectured on the system of cooperation between local communities and the police to more than 100 North Macedonian mayors.

From 1981 until 1985, he actively competed in equestrian events (dressage, gallop, show jumping) for the police equestrian team. In his spare time, he enjoys writing poetry; in 2015, he published his first poetry collection titled “Zaprte oči” (Closed eyes). He also spends his spare time as an amateur chef. He is a great lover of animals.
He received many awards for his activities, including the Bronze and Silver Police Badge for security services, an award by the United Nations, and an award by the European Union Police Mission was named the best mayor by the Beekeeping Association of Gorenjska in 2018, received a distinction by the Prime Minister for his contribution during the COVID-19 pandemic…
